Medical Services – NFZ or Private?

In the six months prior to this survey, a quarter (24%) of respondents only made use of medical services provided by the state health insurance system (NFZ), while a tenth (11%) used only those they paid for themselves, either directly or through private health insurance or subscription schemes. The largest group, 51%, made use of both. The remaining respondents (14%) had not accessed any health services in the last six months.

Leaving aside the untypical two years of the Covid pandemic in Poland, the current changes in accessing medical services are a continuation of trends visible over the past two decades. The greatest increase, to a previously unrecorded level, has been in those taking a ‘mixed-mode’ approach to their health care, making use both of services provided by the NFZ and those available in the private sector. Similarly, the drop to a record low in those only making use of NFZ provision is also part of a long-term trend. Most stable has been the size of the group availing itself of private health care exclusively. The total numbers of people accessing medical services have now returned to pre-pandemic levels.

This ‘Current Events and Problems’ survey (398) was conducted using a mixed-mode procedure on a representative sample of named adult residents of Poland, randomly selected from the National Identity Number (PESEL) register. Respondents independently selected one of the following methods: Computer Assisted Personal Interview (CAPI); Computer Assisted Telephone Interview (CATI), respondents receiving researchers’ telephone numbers in an introductory letter from CBOS; Computer Assisted Web Interview (CAWI), where respondents filled in the online questionnaire independently, gaining access by means of a login and password provided in an introductory letter from CBOS. The survey was carried out between 5–18 June 2023 inclusive on a sample of 1054 people (59.3% using the CAPI method, 25.8% CATI and 14.9% CAWI). CBOS has been conducting statutory research using the above procedure since May 2020, stating in each case the percentage of personal, telephone and internet interviews.
